Etymology: Neofundulus: Greek, neos = new + Latin, fundus = bottom; a peculiar name for a topminnow, coined for a bottom species of Atlantic coast being "the abode of the fundulus mudfish" (Ref. 45335); rubrofasciatus: Name from the Latin rubrofasciatus, meaning with red stripes, in reference to the red stripes on the caudal peduncle and anal-fin base in males.

Inhabits two localities in the Miranda river drainage, both comprising shallow seasonal pools, about 50 cm in the deepest places, with dense aquatic vegetation, in areas highly exposed to sunlight (Ref. 101435).
