Etymology: Lepidopus: Greek, lepis = scale + Greek, pous = foot (Ref. 45335); manis: manis meaning ghost, or soul of the departed, in reference to the ghost-like appearance produced by the large eyes (Ref. 12696).

Dorsal soft rays (total): 89; Anal spines: 2; Anal soft rays: 50. Dorsal head profile slightly convex, interorbital space slightly concave. Second anal-fin spine flat and plate-like. Pelvic spine reduced to 1 scale-like spine and 1 - 2 tiny rays. Color of body light tan, head uniformly brown.
Habitat is unknown (holotype found dead in a cove). Maximum standard length was recorded only from the holotype.
